For alterations and for figuring out the pattern size, use the body measurements on the back of the envelope. The measurement on the pattern is still the same size but the 31 is indicating what the final measurement is with “ease”. So when they originally created the pattern, they made it for a 28 in mind, but because of style and comfort, they added an additional 3″ and it does look like the waist is a little loose and not skin tight.
