I’m so glad you’re enjoying our tutorials! 🙂 Yes, you can definitely exclude the neck ruffle and I’ve seen versions where people have done just that and it still looked great. At the point the neck ruffle goes in, the neckline is already finished. The ruffle is just being stitched on top so if you want to nix it, just skip steps 29 and 30. Easy! 😀 Good luck and when you finish, please post a pic of your finished costume!
