How can I line a pecil skirt with a vent at the back,not a slit?

If it were me, I would make a duplicate of the skirt portion from the lining fabric. Place the lining inside the skirt and baste them together at the waist. Then attach your waistband. I would hem the lining so that it’s shorter than the main skirt and then just do a couple of tacking stitches to attach the lining hem at the skirt seams. That way your lining is not completely attached at the hemline and you’ll maintain any movement but those tacking stitches will at least keep it in place.
