Hi there.  We currently only have a tutorial on doing a pattern for a basic skirt.  Nothing quite this elaborate yet.  I did find a mccall’s pattern that does have the ruffles like the dress in your example.  You can see it here  Hopefully, you can at least use it to deconstruct the style and be able to replicate it for the dress you’re trying to create.  Here’s another example from Burda that’s slightly different.  Good luck and we’d love to see a picture of your dress when you finish.
