If the pattern says cut 2 and the fabric is folded in half, you only need to cut it out once.  The number listed on the pattern is telling you how many fabric pieces you will need total of that pattern, not how many times to cut it out.  You can also reference the pattern layout as it’ll show you on how they would layout and cut out the pattern pieces.
