If your using the thin neoprene, you can probably use any sewing machine. When you get to the thicker stuff you might want to use an industrial machine. But while neoprene does have some stretch, it’s not the same as bathing suit fabric so I don’t know if it’s going to work for a bikini bottom the way you imagine. Traditional neoprene might be too bulky and stiff.
