It usually doesn’t matter which side of the fabric you cut out your pieces, you just want to end up with two opposite pieces if the pattern requests a cut 2. When assembling the garment, even though the lining is inside, you’ll still want to see the right side of the fabric, so when placing lining and outer fabric together, you’ll still do it right side to right side so when the sleeve is flipped, you’ll see the right side of the fabric on the outside and inside of the sleeve.
